Turnkey Project Services

ATM's engineers have extensive Project Management & Development experience in the field of Telecommunications and Information Technology Systems. Our project managers and engineers are expert in designing systems and solutions to meet the customer's stringent specifications, within strict project timescales, and budgets. This is achieved by having a full understanding of the client, the project and the required project management techniques.
The concept of a Turnkey Project is simple; the customer awards the project to the supplier, and at the end he receives the 'key' to a fully working and reliable system. In practice the success of this type of project [from the customer’s point of view] is very rare. However, at ATM we have been on 'both sides of the fence', both as customer and supplier. We therefore know and fully understand the requirements of each:

Project Management and Design Team
For any project to be successfully developed and completed it is essential that competent Project Management & Design Skills be implemented right from the Conceptual Stage. It is also essential that the Project Management & Design Team understands, not just the Technical or Commercial Implications, but also the cultural implications.
In order to build a successful Project Management & Design Team it is therefore essential that a 'good mix' of skills and expertise be utilized. This will necessitate the Project Management & Design Team to include both Local and Foreign Staff with Technical, Commercial, Regulatory and 'Local' expertise. Hence it is proposed that the Project Management & Design Team consists of:
  • ATM Management Expertise
  • ATM Technical Expertise
  • ATM Commercial Expertise
  • Local Partner Regulatory & Logistical Expertise
  • Client Technical & Logistical Expertise
  • Client Commercial Expertise
This team will meet on a regular basis in order that the Project can be competently controlled, and that any problems can be quickly resolved. In order to ensure that the Project Development is controlled and maintains the desired course, the Project Management & Design Team will have the responsibility to:
  • Select the most suitable Technical Solutions for the installation.
  • Define achievable Milestones and Targets
  • Conduct ongoing Reviews and project Monitoring in order to ensure that the defined milestones and targets are achieved.
Project Implementation Team
The Project Management and Design Team shall decide all Technical Design issues.
In addition, the technical members of this team will form the core of a 'Project Implementation Team' who will complete all Commissioning and testing requirements for all installed equipment. It is proposed that this 'Project Implementation Team' consist of the following members:
  • ATM Management Expertise
  • ATM Technical Expertise
  • Local Partner Technical Assistance
  • Client Technical Expertise
Project Planning Phase
Implementation Plan
Due to the nature of this project, a predefined Implementation Plan must be put in place to ensure its correct and timely completion. A draft Project implementation plan has been included in this proposal and will be used for initial evaluation purposes by the client. On award of contract ATM will develop a specific schedule of events for this project and have this Implementation Plan fully optimized and agreed by the client representative.
Clarification Phase
During this phase a draft system Implementation Schedule will be discussed with the client. Clarifications will then allow ATM to present a clear and finalized Scope of Supply which will be agreed between ATM and The client.
Site Survey Phase
On completion of the Clarification Phase, a Site survey of each location will take place. This will allow ATM to determine the required system configuration, Installation materials, and actual Scope of Work for each location. As part of the Site Survey Phase, ATM will:
  • Make Physical Analysis of the proposed communications links.
  • Identify any optional configurations.
  • Evaluate the situation and condition of the premises where the Communications Equipment is to be installed.
  • Determine the technical requirements and the cost of installing equipment at the site.
  • Make a computer analysis of the proposed Communications Options.
All major Sub-Vendor orders will be specified early on during the System Design Phase so that equipment costs and deliveries can be achieved within the required timescales. Full system analysis will be done 'On-Site' during the site survey phase and detailed Path Profile's completed using a combination of physical survey's and computer modeling.
Design Review Phase
The Design Review will address the final Contracted Scope of Work and defined Timescales, confirming that all of the Pre-Contract Award clarifications have been incorporated into the Overall project requirements, and that the Site Survey results have been clearly included in the Scope of Supply. ATM will make final allocation of staff to Manage, Control and Complete the overall project to the satisfaction of the client.
This phase will include the generation of all Detailed Documentation required for this project. ATM have estimated the documentation requirements of this project based on similar experiences, however this will have to be agreed by the client so that they can ensure that the Overall System Design meets with their requirements.
Implementation Phase
Local Support
ATM will utilize the services of their selected Local Partner to assist ATM engineers in the installation at all the client sites. ATM has a clear Policy on local partnerships which clearly indicates the value that we place on their services and their continued growth. ATM believes that it is clearly in the interests of the client to have local 1st line Maintenance Support and hence ATM will use these support engineers as installation assistants.
Transportation and Logistics
ATM will coordinate with the client for the Transportation and Logistical matters in relation to the Complete Installation of all equipment. Specifically, ATM will ensure that the following tasks are completed correctly:
  • Transport by land, ocean, river or air (or combined) from the designated warehouse location to the client's designated Cargo handling agent in Singapore.
  • Coordinate warehousing at designated warehouse locations with the client.
Installation Preparation
Through our extensive Project Management processes ATM places a high priority on the issue of 'Preparedness' for actual installations. This is done through the detailed design and documentation phase complementing the testing, acceptance and transportation phase. Each individual phase is essential in order for the overall installation to be a success. It is therefore ATM' philosophy to include the Actual Installation Team [Supervisor] in the whole project management process. This creates a detailed knowledge of the overall project hence ensuring that each installation has a high chance of success.
Installation Completion Phase
In order to successfully complete the final installation, ATM will ensure that the workmanship and quality of all services provided conforms to an agreed installation standard. This standard will be defined in the Installation and Commissioning Procedures document generated by ATM, and agreed by the client technical representative. For each installation it is essential that the following issues are addressed:
  • Adequate technical skills and Local knowledge are available on site.
  • Suitable procedures and documentation are issued.
  • Suitable tools are available.
  • Adequate installation and commissioning spares are on hand.
  • Predefined Installation tasks are implemented correctly.
  • Installation Completion checks are rigorously applied.
The end goal of the installation is to have the client's 100% satisfaction and complete acceptance of the installation. On completion of the installation, ATM will produce an installation report specific for each site. The format of this report will be agreed between ATM and The client, but will contain the following items as a minimum:
  • As Built drawings & Installed status photographs
  • Installation, Commissioning and Maintenance Procedures
  • Commissioning Operating Parameters recorded
